A Riddle as Preface Here is a riddle for our time: In a big industrial city in the United States there will be an election for mayor. It is a nonpartisan election, and there are two candidates. One candidate is a black policeman. The local papers say he is a tough cop. He holds a master's degree in police administration from a large Eastern university. He has been accused of "taking a hard line" with students who took over a college dean's offices; he has been accused of brutality in arresting a local narcotics peddler. This candidate says, "I've been a cop for twenty years, and by God, if I'm elected mayor, we're going to clean up this city, even if we have to put a lot of people in jail." The second candidate is a white, bright, telegenic, energetic, charismatic lawyer. In his spare time he has devoted his legal talents to helping the underprivileged get fair representation and to taking some cases for the American Civil Liberties Union. One noteworthy case had the lawyer defending a newsdealer charged with selling pornographic literature. The defense was based on the unconstitutionality of the state's censorship statutes. This candidate says that he will solve the grave urban crisis by getting better teachers in slum schools, by promoting a higher scale of welfare payments, by establishing health care facilities in the slums, and by fully integrating housing and schools throughout the city. "If we can attack the underlying causes of crime," he says, "we will lick crime. There are no bad boys, only bad environments." The city population is 20 percent black. The riddle comes in four parts: 1. Who will be elected—the tough black cop or the charismatic white lawyer? 2. Which is the more potent political issue in America: race or crime? 3.
