BASIC AMERICAN DOCUMENTS This collection of basic American documents represents the consensus of 277 authorities who submitted their views on the really significant landmarks in our history. All students are urged to study the original work of those who contributed so much to the growth of this country. * PREFACE In this world of conflicting ideologies it is imperative that we should rediscover and reappraise the heritage of our country. What we are and how we came to be so is a matter of vital concern for.every American. An appreciation of the force and continuity of our heritage will provide a sound approach to an understanding of present-day issues. There are many books on American history and government but this volume brings together the documents which are American history and government. By examining the original documents which have made this nation free and great the student will have first-hand knowledge of the historic events leading to our present position as a world power. This volume allows America to tell its own story. The problem of selecting the most important American documents is a difficult one. Personal preferences often enter into such a selection and no two editors are likely to agree upon just which documents should be incorporated. It should be emphasized that this collection represents the consensus of 277 authorities; the editors have acted merely as catalytic agents. The following method was used in selecting the documents included in this book: Letters were written to numerous teachers of American government and history who were asked to name the most significant documents of American history. It was explained that their judgment would be the basis for a new, inexpensive, and highly selective volume of readings for students. Attached to this letter was a list of 100 American documents preceded by this statement: "The following list describes many more documents than it is possible to include in the source book proposed. You are requested to give each document listed, or any others that you may add, a value of from one to four in a decreasing scale. One (1) will represent those documents which you consider absolutely essential to this collection and so on to four (4) which will indicate items that may be included only if space permits. When no number is written in the space provided, we will assume that you consider the document unimportant. "The enclosed list is suggestive, only, and provides blank spaces for additional items that you may wish to include. Using the evaluation numbers indicated on the enclosed information blank, the editors will compile those documents which most accurately represent the consensus of all who participate in the project. Thus, with your aid, this book will reflect the expert advice of those who actually teach courses in American history and government rather than the judgment of two or three editors." On the basis of 277 returns an evaluation survey was prepared in which the documents were arranged from the highest to the lowest priority. From these data the editors compiled in substantially complete form the 53 documents having the highest priority. Even with limited space it was then possible to include summaries of the remaining 57 documents. In this revised edition the Editors have selected the new material which is included in the Addenda, page 361ff. The editors arranged the documents in chronological order with brief introductory notes. These notes are concise since the main point of the book is to allow the documents to speak for themselves. With few exceptions, documents with high survey ratings have not been abridged. The digests of low priority items have been inserted at the appropriate places in this chronological arrangement. The Table of Contents lists the documents alphabetically with references to page numbers and survey ratings. It is the hope of the editors that both teachers and students will find useful a volume which reflects the expert judgment of those who teach courses in American history and government. G. B. de H. H. W. L. A. W. L. ** CONTENTS For quick reference the documents have been arranged alphabetically in the Table of Contents and chronologically in the text. The survey rating numbers listed in the first column below refer to the aggregate priority ratings (1st to 110th) given the documents by 277 cooperating authorities. An asterisk preceding a survey rating number indicates that the document is quoted in substantially complete form. All other documents are presented in brief summaries. In this new 1956 edition the Editors have included recent documents which were not submitted to the 277 authorities who participated in the original survey. These selections have been placed in the Addenda, page 361ff.
